Price history adds context to a price shown today. It cannot predict a future sale or guarantee the checkout price, but it can show whether a current observation sits near the lower, typical or higher part of the available record.

Start with the comparable price
Compare observations recorded in the same currency and marketplace. A price from another Amazon marketplace is not a direct comparison.
Read the available period
A low price is only the lowest value observed during the period shown. A short or incomplete record should be treated as limited context, not as a complete market history.
Use more than one signal
A current price near the observed low may be useful context. Compare it with the observed average, range and update date before deciding whether to buy now or wait.
